I think you could do some pretty serious damage with a gobstopper in a sock. Though, I bet if he didn't say he needed it for protection, he wouldn't have been slapped with such a hefty fine.

The fact that he had it in a sock is surely enough to show that he had no intention of eating it. His intent was to use it as a weapon.

good.... it's a blunt object that could cause a lot of damage. if i was carrying half a brick around in a sock it would be obvious it's a weapon. Or if i had a baseball bat, and when asked rather than saying "i'm off to play baseball" i say "i need it for protection", i'd be in trouble.

I don't know those things get sticky, aside from the sock lint, a sock seems like a good storage place for such an item.
